National Rice Stocks in Vietnam

Dear list,

The curent international food crisis, and Vietnam's response of limiting exports of rice, has brought up an interesting question from colleagues:

Does Vietnam maintain National rice stocks? If so, did they exist prior to teh current crisis? prior to 1986? In the mid-late 1980s, many countries were obliged by the World Bank to sell off national food stocks -- did Vietnam do this?
