UW Map Collection has aerial photos for Washington State dated 1942-2003 but we do not have 100% coverage of the state for all years. To identify individual photos for your area of interest, use the step-by-step instructions provided on the How Do I find Imagery? portion of our Aerial Photography and Other Remote-Sensing Imagery page.
A short-list of projects that cover the Seattle metro area:

Statewide 1990s; 2002 Puget Sound area- 2006 NAIP Imagery of Washington (entire state, 18" resolution, color). Not yet available online.
To request image tiles from the 2006 NAIP Imagery for your area of interest send an email to gis@lib.washington.edu including both the Folder ID and the Tile Number for each image you are requesting.
To determine the folder id and tile number please download, unzip, and use ArcMap to open the index grid for the NAIP 2006 photos. Use ArcMap's IDENTIFY tool (with OrthoLayout_with_row_column as the active layer) and note the folder id and tile number from the attribute table that appears. Library staff will extract requested tiles and deliver via ftp with a goal of 1 business day response time (note that we cannot promise delivery within 24 hours over the weekend). Those unfamiliar with ArcMap will need to visit the GIS Lab to consult with library staff.
