Subject encyclopedias can provide an overview of your topic, e.g. who, what, when, and where. You can get suggestions of terms to use in your keyword searches in other databases. How Governments Work
In addition to understanding where your decisionmaker is in the governmental universe, you also need to understand governmental decision-making processes. If you aren't clear on specifics, here are some places to check.
