Identifying freshwater ecosystems with nationally important natural heritage values : development of a biogeographic framework /
This report describes a biogeographic classification for use in identifying water bodies of national importance in New Zealand. The classification aims to identify geographic units likely to have experienced similar physical disturbance regimes, while taking cognisance of potential recolonisation pathways and/or geographic barriers to the dispersal of freshwater biota. The classification is based on: biotic distributions, particularly those of non-diadromous fish (the New Zealand Freshwater Fish Database); genetic similarity between different populations, as determined from molecular analyses; and physical disturbances, particularly the Last Glacial Maximum, volcanic eruptions in the central North Island and seismic activity, especially in mountainous parts of the South Island. The control of stoats (Mustela erminea) at 16 sites around New Zealand was surveyed on behalf of Science & Research Unit, Dept. of Conservation to help identify long-term cost-effective approaches to stoat control. The stoat control methods used and the results obtained at the sites between July 1999 and March 2002 were summarized. Conclusions were based on a combination of practitioners' and experts' opinion, practical experience, and the results of formally tested experiments. This report identifies approaches which have had, or could provide, more cost-effective stoat control. A similar exercise will be repeated after June 2004 to determine long-term, cost-effective stoat control approaches that have been identified since July 1999 |

Identifying outstanding talent in American Indian and Alaska Native students /
This report reviews and synthesizes the most promising practices used to identify exceptionally talented students from the Native American population. Preliminary information includes an Indian Student Bill of Rights, discussion of the problem of talent identification, and discussion of special issues including diversity within the Native American population and cultural assimilation versus accommodation. Eight principles of identification are then presented. These include, among others, using assessments that go beyond a narrow conception of talent; using appropriate instruments with underserved populations; and using a multiple-measure/multiple-criteria approach to identification. Specific practices are then considered, which address: balancing the ideal and the practical; deciding on a concept of talent; recognizing the issues of a particular school; identifying traits that may influence manifestations of talent; recognizing behaviors that distinguish some Native American students from the general population; looking for manifestations of talent potential, alternative behaviors, situations, and interpretations; selecting and constructing appropriate assessment tools; and using the collected student data to make decisions. Recommendations address technical assistance, professional development, assessment portfolios, experimental programs, and program funding. Five appendices include technical information concerning evaluation measures, two sample case studies, and a list of assessment instruments |

This study offers an exploration of Larry Kramer's outsider persona, and how that persona affected both his writings as well as public perception of the author. A critical analysis of Faggots, several activist texts from the Reagan administration, and The normal heart provide the case studies from which I analyze Kramer's persona/s/. This thesis analyzes these works and is informed by deconstructive terms, particularly those of Paul de Man and Jacques Derrida. In addition, Philip Auslander's notion of persona provides the definition of a term that is continually explored in each of the three chapters. The outcome of this text is not whether Kramer has an outsider persona, but how that persona developed and became a permanent feature of his writings and public appearance. In the conclusion of this study I show through recent writings how Kramer's persona and the public's response to his words still are relevant today |

Impact of domestic stock on vegetation in South Westland, 1989-2004 /
This long-term study aimed to determine the effect of domestic stock (particularly cattle) grazing on forest margin plant communities in South Westland, New Zealand. Between 1989 and 1992, six pairs of matched exclosure and control plots were established across forest-grassland boundaries on river flats grazed by cattle. These were resurveyed at intervals of 3-5 years. Short-term (8-13 years) vegetation responses to stock exclusion varied with community type in both rapidity and direction. Fencing reduced the number of all herbs, particularly in floodplain grassland habitats, and increased the cover of exotic herbs. Fencing appeared to promote establishment of Nothofagus menziesii seedlings and saplings in forest habitats, but may have suppressed woody seedling establishment in ecotone habitats. The number of shrubs preferred by stock only increased with fencing or between measurements in some locations, suggesting that previous or ongoing grazing by mammals other than domestic stock was continuing to have an impact. Fencing increased tree fern numbers in forest habitats. The results clearly showed that the effect of excluding stock was variable. In part, this was due to indirect competition effects of weeds and the impacts of other browsing animals. Manipulative experiments are required to disentangle the direct effects of cattle grazing from those of other animals. A survey of local grazing concessions in the vicinity of each exclosure is needed to determine how representative these sites are of grazed forest margin vegetation in South Westland, and thus how widely predictions about the effects of grazing exclusion based on them might be applied. Maintenance of native herb species diversity in grasslands can be compatible with low-intensity grazing; however, maintenance of woody regeneration in many ecotone forest types is not compatible with grazing. Therefore, no one approach can be applied in all situations and site-specific information is required for conservation management |

Impact of fire on tussock grassland invertebrate populations /
The invertebrate fauna of tussock grassland in New Zealand has not been well studied, and the effect of burning on the biodiversity of the ecosystem is poorly understood by land managers. The impacts of burning on two tussock grassland invertebrate communities in Otago, New Zealand, were investigated between 1998 and 2006. At each site, three replicate 1-ha plots that were unburned (control), or burned in spring or summer were sampled. Pre- and post-burn sampling compared invertebrate densities and trophic group structure in inter-tussock (turf) and tussock samples, and recovery after treatment. Most groups were initially reduced in density post-burn. In the 1-2 year period following treatment, Thysanoptera and Hemiptera "rebounded" and reached significantly higher population densities than before the fires. By the end of the study, Amphipoda had not recovered to pre-burn densities. In general, herbivore population densities recovered over a 2-3 year period, and litter-dwelling invertebrate population densities were most negatively impacted. Season of treatment had no major impact on invertebrate responses. Coleoptera were chosen as a representative group for more detailed investigations of responses at species level. Coleoptera species richness was reduced by about 50% at 2-3 months post-burn, but recovered to pre-burn levels 3 years later. There was no evidence of a change in the density of exotic Coleoptera following the burning treatments. Invertebrate data from these sites should be considered as case studies, rather than applicable to tussock grassland in general. However, these findings have several implications for the management of tussock grassland: fire treatments that remove the litter layer are likely to reduce litter-dwelling invertebrate populations for 3 years or more; summer fires do not appear to be more detrimental to the invertebrate community than burning in spring, based upon the limited seasonal data available to us; and the exotic component of the fauna does not increase in response to fire in the first 3-4 years after burning |

Impacts of forest drainage on flow regime /
High floods in watercourses are of great interest, because of the potential hazards they pose to people and low-lying land near rivers. In many parts of the world, inundations are common and in northwest Europe there are high discharges almost every year, occasionally with serious consequences. In Sweden, such a major flood occurred in 1985, causing a damburst. Land use in the area was mainly forestry, and fairly extensive clear-felling and drainage were believed to have amplified high discharges following heavy rain. This led to investigation of the hydrological consequences of these forestry activities. Drainage was carried out both as new drainage of virgin peatlands, and as drainage of moist and wet mineral soils, i.e. remedial drainage of clear-felled areas. The investigations were made on small catchments and utilised the calibration period and control basin technique, using linear regression relations. Peatland drainage resulted in reduced high discharges, while drainage of clear-felled areas resulted in increased high discharges, as compared to forested conditions. However, drainage of clear-felled areas partly led to reduced peak flows. A high groundwater level was an important prerequisite for increased discharges. When results from small catchments were applied to larger rivers, the effects of forest drainage were small, i.e. increases were less than 10% |

Over the last two decades, concerns about the impact of towed fishing gears such as trawls and dredges on benthic habitats and organisms have increased. This publication reviews the most recent experimental studies of the impact of towed fishing gears on benthic communities. Otter trawls, beam trawls and scallop dredges are likely to have different physical impacts on the sea bed owing to their different catching techniques. The most noticeable physical effect of otter trawling is the furrow created by the doors. Beam trawling and scallop dredging cause a flattening of irregular bottom topography by eliminating natural features. The long-term effects of fishing activities have not been investigated although several studies provide clear evidence of short-term consequences. The difficulty in conducting impact studies that produce clear conclusions stems mainly from the complexity and natural variability of benthic communities |

Impacts of wildlife and cattle grazing on spider (Araneae) biodiversity in a highland savanna ecosystem, in Laikipia, central Kenya
Spider diversity, relative vegetation cover, and rainfall varied at a temporal scale of months and not at a spatial scale of hundreds of metres. Only species diversity and species richness from sweep-netting samples and total species from pitfall-trapping varied significantly at a spatial scale of hundreds of metres. Ordination analysis revealed that sweep-netting samples were a better indicator of grazing impacts than pitfalltrapping or combined samples and grouped to reflect cattle grazing, non-cattle grazing, and to a small extent the control treatments. Other ordination analyses showed that only samples from sweep-netting and not from pitfall-trapping, were spatially partitioned at a scale of hundreds of metres. This study concludes that the spider fauna of black cotton soil habitats is rich and useful for environmental monitoring and that monitoring of several individual species as indicator of grazing impacts in savanna could be useful and relatively easy |

In and out of the closet how parents of gay and lesbian individuals disclose the family secret to outsiders /
This study examines how parents disclose a child's gay/lesbian identity to outsiders as a signifier of true acceptance of the child's identity. The closet metaphor has been applied not only to gay and lesbian individuals who are hiding their homosexuality from those who perceive them to be heterosexuals, but the metaphor has also been applied to parents of gay and lesbian individuals. The secret is unique because literature on family secrets discusses the solidarity among secret-keepers, but keeping the secret of a child's homosexuality may have detrimental effects on the child's identity and self-esteem. A preliminary study found evidence of a three-phase model of acceptance that includes going into the closet, feeling good about the issues, and coming out of the closet. The current study found evidence of this phasic model that includes variations of popular grief models, plus extended behavioral and communicative actions that make up a more comprehensive model for how parents cope with, accept, and disclose the family secret of a child's gay/lesbian identity. Further, the study includes analysis of general versus specific disclosers and the differences between mothers' and fathers' reactions. Increasing public engagement with historic heritage : a social marketing approach /
This project was undertaken to help meet the Department of Conservation's (DOC's) goal of increasing the value of historic heritage among the New Zealand public. It includes the development of goals, objectives, and advice for designing and implementing a social marketing intervention (the application of commercial marketing techniques to a social issue). Social marketing is used to influence behavioural change through interventions such as media campaigns and/or provision of information or services. To develop the advice, a literature review was undertaken, programme planning processes were applied, and key DOC staff were consulted through workshops. The literature review showed that limited research of relevance to New Zealand has been undertaken to date. However, there are indications that New Zealanders tend to lack engagement with historic heritage, despite viewing it as important. Therefore, a two-tiered approach for delivering the social marketing intervention is recommended. First, community planning approaches would be used to engage communities. Individuals in those communities would then be supported to become better engaged with their historic heritage. Achievement of the recommended goal of "increasing engagement with historic heritage" can be measured through changes in specific behaviours that reflect five key elements of heritage value: historic, cultural, physical, aesthetic, and social. It is suggested that a social marketing intervention is piloted in a specific geographic community to assess its usefulness using a community-based approach in a particular context |

influence of dense understory shrubs on the ecology of canopy tree recruitment in southern Appalachian forests
Suppression of canopy tree recruitment beneath rapidly spreading thickets of Rhododendron maximum L. (Ericaceae) in southern Appalachian forests is an issue of major concern because of the potential impacts on forest productivity, hydrology and wildlife habitat. Many studies have investigated the causes of seedling inhibition beneath dense shrub understories, but few have uncovered specific mechanisms leading to seedling decline. In this study, I have examined the influence of the evergreen understory (R. maximum and Kalmia latifolia L.) on tree recruitment processes at multiple stages - seed rain, seed bank, and post-establishment seedling growth and survivorship. Effects of dense shrub cover on seed rain and seed bank density and composition were examined using a paired treatment design in which samples were collected beneath shrub-influenced and open understories. A second experiment investigated the influence of R. maximum and K. latifolia density on the growth and survivorship of Quercus seedlings, resource availability, and the rates/causes of seedling damage. I found that neither seed rain, nor seed bank density or species richness was inhibited by the presence of R. maximum or K. latifolia. Forest seed banks were dominated by sweet birch (Betula lenta L.), and were compositionally disparate from the overstory. Analysis of resource competition between shrubs and seedlings indicated that seedling performance and survivorship was a negative function of R. maximum density. Open-canopy light availability, nitrogen content in the organic horizon (litter and humus), and soil nutrient availability were potential resource-related mechanisms. Further, I found that the rates of insect herbivory on Quercus seedlings were positively correlated with R. maximum density. Kalmia latifolia had little influence on resource availability, seedling performance or herbivory rates, and does not appear to have a suppressive effect on tree seedlings. Overall, this research indicates that resource competition is the primary mechanism by which seedling suppression occurs beneath R. maximum, and that increased herbivory on seedlings may be an additional mechanism that demands further study |

Over the past 30 years, the Pacific Northwest Interagency Natural Areas Committee has promoted the establishment and management of natural areas in Oregon and Washington--protected areas devoted to research, education, and conservation of biodiversity. This growing collection of sites is now unmatched in its diversity and representation of both common and unique natural ecosystems found throughout this region. This strategy identifies visions, goals, and actions that can help transform this regional collection of natural areas into a network that has the resiliency to meet a growing number of challenges across five emphasis areas--inventory and designation, management, research, monitoring and data management, and education and communication. These challenges include managing for natural ecological processes over the long term, responding appropriately to threats such as climate change and invasive species, protecting the ecological integrity of sites as human use increases, promoting research and educational activities that address contemporary management issues, and communicating the importance of wildlands to a public that is growing apart from the natural world. The green porcelain crab, Petrolisthes armatus, has recently invaded oyster reefs of the South Atlantic Bight at mean densities of up to several thousand individuals m-2. Despite the crab's tremendous densities and wide-spread occurrence, its population dynamics, the reasons for its success, and its ecological impacts have remained unknown. We used field monitoring in two estuaries of coastal Georgia to assess spatial and temporal patterns of distribution, demographics, reproduction, and effects on native crabs. We used field and mesocosm experiments with constructed oyster reef communities of varying native species richness and adult porcelain crab additions to assess why the invader is successful and how it impacts native species and communities. We found P. armatus distributed throughout the estuaries, primarily in the lower regions and low intertidal. Sex ratios were 1:1 throughout the year. During warmer months mean densities ranged from 1,000-11,000 crabs m-2, 20-90% of mature females were gravid, and numerous recruits were present. Despite decreases in density of 64->99% in the winter, populations rebounded in the spring. Maximum mean densities were 37 times the highest densities ever recorded and population fecundity exceeded that of the native range by an order of magnitude, but correlations did not show significant negative effects of P. armatus on native crabs. Field experiments suggested that invasion was successful due to tremendous recruitment overwhelming biotic resistance by native species richness or predation. The crab only needed structure to invade, but the presence of adult conspecifics significantly enhanced recruitment (i.e., intraspecific invasional meltdown). We documented several impacts on native biota, including the (1) suppression of oyster growth, benthic algal biomass, native crab recruitment, and native goby densities and the (2) enhancement of bivalve recruitment, macroalgal cover, and survivorship of oyster drills. We did not, though, see an effect on native taxonomic richness. The large direct and indirect effects of P. armatus on growth, survivorship, and recruitment of virtually all of the most common native species on oyster reefs in the short-term (4-12 weeks) and at relatively low experimental densities (750-1500 crabs m-2) imply considerable long-term consequences for a major hard-substrate habitat of the South Atlantic Bight |

Video conference systems that operate over IP (Internet Protocol) are being implemented in educational organisations, businesses and homes around the globe. Video conference manufacturers inform us that the implementation of such systems and their use is relatively straightforward. This may or may not be the case. This research argues that there is significantly more to implementing video conferencing over IP than simply installing the equipment, training staff and commencing classes. This study reports on an investigation into the effectiveness of implementing digital video conferencing over IP in educational institutions. It specifically looks at this in respect of the desktop and small group user. Research in desktop videoconferencing in education exists but is not abundant, for example, Thompson (1996), Kies et al., (1997), Bogen et al., (1997), Daunt (1999), Davis and Kelly (2002), Davis et al., (2004). With the considerable progress made in IP technologies, more educational providers are moving to use desktop and small group videoconference systems to link to classes and/or students over the Internet. This is a trend that is growing rapidly world-wide. The implementation and application of IP video conferencing in education is under-researched. This study examines three separate case studies to collect the required data. It looks at the processes required to set up effective communications with students and teachers using digital media. It identifies the specific difficulties that need to be overcome, both technically as well as the human factors that are involved. It addresses these issues chiefly as related to desktop users and small groups of participants in particular. In conclusion it also focuses on the design aspects of the video conference equipment and venues used in educational environments. The aim of the research, therefore, is to understand current and future trends of implementing and using video conferencing over IP, in a technical, human and design sense. The research has practical significance for educational institutions, as it provides useful information for students, tutors, technicians and designers involved in digital video conferencing technologies now, and in the years to come |

The processes that underpin decisions to migrate, decisions to remain, and decisions to return are discussed. The most important psychosocial process influencing the experiences of German immigrants to New Zealand was "Living the Dream." The migration process presented many different and substantial challenges simultaneously. Thus, stress was an inevitable aspect of the migration process. Each sub-phase of the migration process influenced, and was influenced by, individual characteristics and values, beliefs/attitudes, strategies, and the social conditions in Germany, New Zealand, and Britain. These psychosocial factors, in turn, interacted with one another also. Taken together, these psychosocial factors either increased the likelihood of staying or of returning. Regardless of whether German immigrants stayed or returned, dealing with the challenges and the associated stress acted as a force for exhilarated evolvement, which was linked to the characteristics that prompted their initial migration decision. The experiences, interpretations, and outcomes of female and male German immigrants were remarkably similar. However, some gender differences were identified. This publication presents OECD's comprehensive review of rural policy in Italy. On average, rural regions in Italy have some of the highest GDP per capita among the OECD countries, yet unexploited potential remains. This analysis of rural Italy reveals heterogeneous economic conditions, an increasing elderly population and a diminished focus on environmental concerns. This suggests the need for a broader rural policy approach that reflects the changing demands upon rural resources and that considers other aspects of rurality including health, education and quality of life.--Publisher's description |
