ladder of competitiveness : how to climb it / - UW restricted
Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition, but they do not explain why the poor countries are four times less productive than the rich ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the investor ranking, is based on infrastructure, human capital and total factor productivity. The second, exporter ranking, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Lake and lake-related drainage area parameters for site investigation program /
The parameters have been divided into five groups: 1) The location of the object relative important gradients in the surrounding nature; 2) The lake catchment area and its major constituents; 3) The lake morphometry; 4) The lake ecosystem; 5) Human-induced damages to the lake ecosystem. The first two groups, principally based on the climate, hydrology, geology and vegetation of the catchment area represent parameters that can be used to establish the rarity and representativity of the lake, and will in the context of site investigation program be used as a basis for generalisation of the results. The third group, the lake morphometry parameters, are standard parameters for the outline of sampling programmes and for calculations of the physical extension of different key habitats in the system. The fourth group, the ecosystem of the lake, includes physical, chemical and biological parameters required for determination of the stratification pattern, light climate, influence from the terrestrial ecosystem of the catchment area, trophic status, distribution of key habitats, and presence of fish and rare fauna and flora in the lake. In the context of site investigation program, the parameters in these two groups will be used for budget calculations of the flow of energy and material in the system. The fifth group, finally, describes the degree on anthropogenic influence on the ecosystem and will in the context of site investigation programmes be used to judge eventual malfunctionings within the entire, or parts of, the lake ecosystem. Altogether, the selected parameters will create a solid basis for determination of the lake type and its representativity of the region where it is located and of the function and eventual malfunction of the inherent ecosystem |

Landscape permeability for large carnivores in Washington : a geographic information system weighted-distance and least-cost corridor assessment /
We conducted a regional-scale evaluation of landscape permeability for large carnivores in Washington and adjacent portions of British Columbia and Idaho. We developed geographic information system based landscape permeability models for wolves (Canis lupus), wolverine (Gulo gulo), lynx (Lynx canadensis), and grizzly bear (Ursus arctos). We also developed a general large carnivore model to provide a single generalization of the predominant landscape patterns for the four focal species. The models evaluated land cover type, road density, human population density, elevation, and slope to provide an estimate of landscape permeability. We identified five concentrations of large carnivore habitat between which we evaluated landscape permeability. The habitat concentration areas were the southern Cascade Range, the north-central Cascade Range, the Coast Range, the Kettle-Monashee Ranges, and the Selkirk-Columbia Mountains. We evaluated landscape permeability in fracture zones between these areas, including the I-90 Snoqualmie Pass area, the Fraser-Coquihalla area, the Okanogan Valley, and the upper Columbia and Pend Oreille River valleys. We identified the portions of the Washington state highway system that passed through habitat linkages between the habitat concentration areas and areas accessible to the focal species. This analysis provides a consistent measure of estimated landscape permeability across the analysis area, which can be used to develop conservation strategies, contribute to future field survey efforts, and help identify management priorities for the focal species |

The research project takes a hard look into the attitudes or perceptions of speakers of African languages towards the new language policy of South Africa. The question answered in this regard is, "What do people say?" The research project explores the extent of radical shift in African consciousness giving impetus to the resurgence of African languages so that they carry philosophical and scientific discourse to unprecedented heights. Maintaining the primordial language policy that is dominated by English and Afrikaans is like putting new wine into old skins. Thus, the research also seeks to establish strategies that could be implemented in order to ensure the revitalisation and rejuvenation of African languages so that all the languages take their rightful place. In other words, the research explores ways of injecting a new kind of consciousness that integrates language and content in schools so as to replace the primordial "telescopic philanthropy" type of approach existing currently in education and other major domains |

As the doubling time of the global human population decreases, increasing emphasis is placed on sustainable development by both policy makers and scientists. Sustainable forest management is one part of the overall picture of sustainable development. One method to assess sustainable forest management is through the use of criteria and indicators. Criteria represent sustainable management goals. Indicators are measurable quantities that designate whether the goals are being met. The maintenance of forest health and vitality is a criterion of the Montreal Process Criteria and Indicators for the Conservation and Sustainable Management of Temperate and Boreal Forests. Measures of air pollution, forest disturbance, and change in ecological integrity provide indicators of how well forest health and vitality are being maintained. Using national databases, I assess air pollution in the United States, demonstrate the use of epidemiological approaches to examine forest disturbances, and develop an analytical technique to identify gaps and target priorities in reserve networks. Learning to change and changing learning in environmental management a case study of the Kaw Nature Reserve in French Guiana /
Participation is a key component in socially just, successful nature conservation. Yet, participation can range from informing citizens to offering them decision-making power. Only participation that allows for an open, respectful negotiation of conservation planning and implementation opens the door to engaging, place-appropriate conservation, rather than conservation implemented by external agents with external agendas. However ecologically or socially correct these external agendas may be, collaboration by all stakeholders validates the appropriateness of conservation projects. One conservation tool is education, which typically assumes that the public lacks environmental knowledge and that information can create environmentally aware and active citizens. Often in environmental education programs, the leading organization defines the problem and goals prior to contact with the public. While education can enhance environmental literacy and open doors to environmental action, it is important to recognize the diverse knowledge and experiences of the audience so that they can contribute to successful conservation. My research was based on two connected ideas. First, collaboration among the broadest array of stakeholders requires an education model that is based on learning together, versus a one-way flow of information. Second, a useful way of beginning collaborative education is to recognize, respect and make the most of the diverse experiences, opinions and knowledge of all the stakeholders. I present a case study that focuses on the stakeholders of the Kaw Nature Reserve. This Reserve is eight years old and has been historically beset with conflict. I interviewed a diverse array of stakeholders involved with or affected by the Reserve to determine important themes regarding communication, conservation goals, and viewpoints on land use. The themes I identified can provide the groundwork to understanding the potential role of collaborative education and dialogue in this Reserve, and provide collaborative tools for participatory conservation in France and beyond. The analysis revealed four dominant themes: 1) historical, regulatory and communicative sources of conflict among the Kaw Reserve stakeholders, 2) the effect of external power relations on the Kaw village and Reserve, 3) the Atipa resource crisis, and 4) similarities among stakeholders and diversity within groups |

Lichen bioindication of biodiversity, air quality, and climate : baseline results from monitoring in Washington, Oregon, and California /
Lichens are highly valued ecological indicators known for their sensitivity to a wide variety of environmental stressors like air quality and climate change. This report summarizes baseline results from the U.S. Department of Agriculture, Forest Service, Forest Inventory and Analysis (FIA) Lichen Community Indicator covering the first full cycle of data collection (1998-2001, 2003) for Washington, Oregon, and California. During this period, FIA conducted 972 surveys of epiphytic macrolichen communities for monitoring both spatial and long-term temporal trends in forest health. Major research findings are presented with emphasis on lichen biodiversity as well as bioindication of air quality and climate. Considerable effort is devoted to mapping geographic patterns and defining lichen indicator species suitable for estimating air quality and climate |

Long-term management of kakerori (Pomarea dimidiata) in the Cook Islands /
The kakerori (Pomarea dimidiata) population had fallen to 29 birds in 1989, before rat poisoning began within 155 ha of forested hill country in the Takitumu Conservation Area (TCA), in southeastern Rarotonga. The population had rebounded to 255 birds by 2001 when management shifted from "recovery" to "sustainable management" of the population at 250-300 individuals. The key elements were to reduce rat poisoning effort so that recruitment of kakerori balanced annual mortality, and to establish an "insurance" population on Atiu, by transferring 30 subadults between 2001 and 2003. In 2001, baiting was reduced from three to one baits per bait station; and from 2003, baits were replenished fortnightly rather than weekly. Labour costs fell 43% to 32 person days per year and Talon (brodifacoum) rat poison costs fell 25%. Despite the reduced poisoning effort and the transfers, 281 birds were recorded on Rarotonga in 2004. Five tropical cyclones passed through the southern Cook Islands in February-March 2005, causing considerable damage. Although annual mortality was higher than usual, the worst effect became apparent in the following breeding season, when nest predation by rats was unusually high, and the damaged canopy cover left nests exposed to the elements. The population on Rarotonga fell to 254 birds in 2006, so "interim" poisoning was introduced in April and in July 2007 to improve adult survival and further reduce rat numbers. By 2007, the population had increased to 314 birds; 271 on Rarotonga and 43 on Atiu. Profits generated by the TCA's ecotourism business should be sufficient to sustain the current management of kakerori. Outcome monitoring can reduce to an annual fledgling count, and a two-yearly population census |

Loss of genetic diversity and inbreeding in New Zealand's threatened bird species /
This report summarises findings from a 5-year research project (2003-2007) investigating the extent of loss of genetic diversity and inbreeding across various New Zealand threatened birds. Introduced predators and habitat loss are impacting on many New Zealand native species, but many species also have exceptionally low genetic diversity as a consequence of persisting in small and isolated populations. Research indicated that temporary bottlenecks associated with founder events during translocations do not contribute as much to loss of genetic variation as the small, finite population sizes of island sites. The build-up of inbreeding within closed island populations can result in further reductions in individual fitness. There is evidence of moderate inbreeding depression in a reintroduced population of North Island robins (Petroica australis longipes) on Tiritiri Matangi, and weak inbreeding depression in takahe (Porphyrio mantelli) translocated to offshore islands. To what extent reduced individual fitness translates to reduced population growth rates depends on the frequency of close inbreeding, the magnitude of inbreeding depression and which life history traits (i.e. fecundity versus survival) are most affected. Genetic management of New Zealand threatened species should not take priority over other management concerns such as controlling predators or improving habitat quality, but it does need more attention than it currently receives. Recommendations for genetic management emulating from this research should not be viewed in isolation, but considered alongside other contributing factors to help inform management decisions. Moreover, the maintenance of genetic diversity should become a fundamental component in long-term management strategies for threatened species in New Zealand |
