South Africa has undergone enormous economic, social and political change since the beginning of the democratization process in 1994. The South African economy, including agriculture, is increasingly integrated in world markets with about one-third of agricultural production exported. It is among the world's leading exporters of such agro-food products as wine, fresh fruits and sugar. At the same time, South African agriculture is highly dualistic with a small number of commercial operations run predominantly by white farmers and large numbers of subsistence farms run by black farmers. Wide ranging reforms liberalizing domestic and foreign trade, and lowering support to agriculture, were implemented in the 1990s. The commercial agricultural sector adapted well to the policy reforms and liberalization efforts. However, economic and financial pressure on commercial agriculture is substantial as farmers must adapt their production and investment decisions to market and economic developments. These pressures need to be considered in the context of land reform, agricultural support programs to disadvantaged farming communities, and Black Economic Empowerment (BEE) measures meant to address past injustices. Continuing the land reform process, providing adjustment assistance, and trade development are the most important agricultural policy challenges. This publication presents an overview of South Africa's agricultural policies combined with the OECD's assessment of the level of support provided to South Africa's agriculture with the use of the OECD's Producer Support Estimates.--Cover |

Urban areas are now home to more than half the population of OECD countries. Megacities like Tokyo with more than 35 million people and Mexico with about 18.5 million, and large agglomerations such as Montreal, Helsinki, Madrid and Stockholm are often called "engines of national growth." They represent an important part of the national economy (up to 50% for Budapest, Seoul and Helsinki) and feature higher GDP per capita and productivity levels than their countries' averages. But the urban paradox is that cities also harbor large pockets of unemployment and poverty and suffer from ills such as congestion, pollution and crime. So are urban regions sustainable in the long term? Balancing the economic advantages of cities with their accompanying problems, policymakers are rethinking the strategies to keep these "engines" running smoothly. This book is a synthesis report drawing from OECD metropolitan reviews. Based on an international database of 78 metro-regions, it provides indications related to large cities' performance within their countries. These guidelines provide guidance on the application of the "arm's length principle", which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. In a global economy where multinational enterprises (MNEs) play a prominent role, transfer pricing is high on the agenda of tax administrators and taxpayers alike. Governments need to ensure that the taxable profits of MNEs are not artificially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries reflect the economic activity undertaken therein. For taxpayers, it is essential to limit the risks of economic double taxation that may result from a dispute between two countries on the determination of an arm's length remuneration for their cross-border transactions with associated enterprises. The guidelines were approved by the OECD Council in their original version in 1995. A limited update was made in 2009, primarily to reflect the adoption, in the 2008 update of the Model Tax Convention, of a new paragraph 5 of Article 25 dealing with arbitration, and of changes to the Commentary on Article 25 on mutual agreement procedures to resolve cross-border tax disputes. In the 2010 edition, Chapters I-III were substantially revised, with new guidance on: the selection of the most appropriate transfer pricing method to the circumstances of the case; the practical application of transactional profit methods (transactional net margin method and profit split method); and on the performance of comparability analyses. Furthermore, a new chapter on the transfer pricing aspects of business restructurings, was added. Consistency changes were made to the rest of the guidelines.--Publisher's description |

Operationally defining sexual orientation towards the development of a fundamental measure of adolescent sexual responsiveness variations /
Much published work has pointed to the need for the development of a sound operational definition of sexual orientation in order to enable the research in this area to progress. To contribute to this process the current research set out to develop two measures of sexual orientation and examine their psychometric properties. In order to develop relevant tools historical, conceptual and operational definitions of sexual orientation were critically examined and standard questionnaire development techniques applied. The first scale consisted of 32 items and was administered to a total of 835 adolescents, comprising three sub-groups (189 Grade 11 Scholars, 547 First Year and 99 Third Year Psychology Students). A Cronbach alpha coefficient of 0.85 was calculated indicating that this instrument had very good internal consistency reliability. Similar factors emerged in each of the sample sub-groups when factor analyses were performed suggesting that this instrument has good external and construct validities. These factors each had respectable Cronbach alpha coefficients indicating their own internal consistency. The four factors which consistently emerged were Same Sex Responsiveness, Opposite Sex Responsiveness, Previous Month's Same Sex Responsiveness and Previous Month's Opposite Sex Responsiveness. The second scale consisted of 16 items and was administered to 646 adolescents, comprising the latter two sub-groups referred to above. A Cronbach alpha coefficient of 0.82 was calculated indicating that this instrument also had very good internal consistency reliability. Once again similar factors with generally good internal consistency emerged in factor analysis suggesting that this too was a valid instrument. The factors that emerged from the second scale were Same Sex Responsiveness, Unattractive Opposite Sex Responsiveness, Attractive Opposite Sex Responsiveness and Attraction. Future developments, adjustments and applications of the instruments as well as implications for the arena of sexual orientation research are discussed. In the light of the dearth of information with regard to the sexual orientations of South African adolescents the current study also briefly explored and presented the sample's responses in terms of the dimensions of each questionnaire as well as how each emerging factor related to the demographics (education level, gender, sexual orientation self-label and age) of the sample |

Out and about predictors of lesbians' outness in the workplace /
Self-disclosure of sexual orientation in the workplace for lesbian women is a complicated issue because of the lack of national legal protection against sexual orientation-based discrimination in the workplace. However, employees who have higher levels of self-disclosure of a lesbian or gay sexual orientation also have higher levels of job commitment and job satisfaction (Day & Schoenrade, 1997; Ragins & Cornwell, 2001; Waldo, 1999). Exploratory studies have looked at what factors are related to disclosing a gay or lesbian sexual orientation in the workplace. The field is now moving toward hypothesis-testing of different variables as predictors of self-disclosure of sexual orientation. This study is based on theory by Super (1990) that a person and her or his work environment will play important roles for implementation of the self at work. Structural equation modeling was used to test a model predicting self-disclosure of sexual identity in the workplace with a sample of 398 lesbian women. Results suggested that a structural model including organizational tolerance of heterosexism, direct and indirect heterosexist experiences, and internalized homophobia as predictors of self-disclosure of sexual orientation in the workplace for lesbian women fit the data adequately. As operationalized, the sexual identity development variables violated the multicollinearity assumption of SEM. In a post-hoc sequential multiple regression analysis, the internal variables internalized homophobia and sexual identity development accounted for a small amount of variance after workplace and demographic variables were entered. Limitations of this study and implications for research and practice are discussed |

Out of the margins : a report on regional listening forums highlighting the experiences of lesbian, gay, bisexual, transgender, and questioning youth in care / Lambda Legal site Between September 2003 and December 2004, the Child Welfare League of America (CWLA) and Lambda Legal Defense and Education Fund (Lambda) organized Regional Listening Forums in 13 different cities nationwide. The objective of these events was to highlight the experiences of lesbian, gay, bisexual, transgender, and questioning (LGBTQ) youth in care. The CWLA/Lambda Regional Listening Forums provided an opportunity for LGBTQ youth in care, and the adults who work with and care for them, to share their experiences and work together to identify strategies for bringing about lasting change within the child welfare system. Out of the margins consolidates the responses of the more than 500 youth and adult participants from 22 states who attended the forums and offered personal stories of actual experiences and concrete solutions for building the capacity of the child welfare system to better meet the needs of LGBTQ young people in care |
